Sharing the Experience of Starting a Department

Chief Operations Officer, Joe Egan, Department of Early Learning
Joe Egan oversees strategic planning, budget building and accountability requirements, for DEL. His expertise includes establishing agency strategic plans; implementing innovative technology solutions to address unique agency needs; and working to optimize agency efficiency and collaboration.

Joe joined DEL from the Office of Superintendent of Public Instruction, where as Chief Information Officer he oversaw a division of 60 staff responsible for managing all administrative services for OSPI, from IT to facilities.

The Chief Operating Officer oversees the management of:
  • Parent Support & Programs Division
  • Systems Partnerships, & Collaboration Division
  • Human Resources Division
  • Financial Management Division
  • Information Technology Division
